Creating a geo rule
Geo rules link a list of locations to a specific banner. Setting up a rule takes about a minute.
Open the geo rules page
Open your project. In the left sidebar, under Banner Configuration, click Geo targeting.
Add a rule
Click Add Rule.
Enter a Rule Name. Pick something obvious, like "Europe (GDPR)" or "California (CCPA)".
Click Create Rule. The rule is created and its details open right away.
Configure the rule
You can come back to this screen any time by clicking the rule in the list.
Fill in three things.
Locations
Click the locations dropdown and pick one or more. You can search by name or country code (for example, "DE" for Germany). Add as many as you need; one rule can cover several countries.
EEA covers every EU member state plus Norway, Iceland, and Liechtenstein. The UK and Switzerland are separate codes (UK, CH), because they are outside the EEA.
On the Free plan you can target EEA, UK, CH, US, and the catch-all. Every other country or state needs a paid plan; those options show as disabled in the dropdown. See Plans and pricing.
Banner
Pick which banner this rule should show. The dropdown lists every banner you have set up in Banner customization.
Choose No banner for regions where you do not ask for consent. Visitors there see nothing, every cookie category is granted for them, and One Privacy sends the matching Google Consent Mode update right away. The per-category toggles below turn on and lock while No banner is selected. See Google Consent Mode.
Per-category defaults
Under Cookie Group Settings, for each cookie category (Performance, Functional, Targeting), you can choose whether visitors in this region should have the category enabled or disabled by default. When you pick a banner, all three start off.
For strict opt-in regions like the EU, leave them off so visitors must actively accept.
For lighter regions, you might leave Functional on by default.
Save
Click Save Changes at the top of the screen. The rule is now active.
The default rule
One rule in the list carries a Default badge. That rule is the catch-all: it's used for any visitor whose location doesn't match a more specific rule, so every visitor gets a defined consent behavior, with or without a banner.
The default rule is managed by One Privacy and can't be reassigned from the rule screen. You can still open it and adjust its banner and category settings like any other rule.
Edit or delete a rule
Click any rule to edit it, or click the trash icon next to it on the list to remove it. Removing a rule cannot be undone.
